If you don't have a welder, just grind or file two flats on it and use an adjustable wrence. If there isn't enough sticking out, just use an easy out extracter, but make sure you drill the hole exactly in the center. If it is close to the surface, you may be able to use a punch and a hammer to back out the rest of the bolt, since the tension is off it, and it should be fairly easy to remove.
